Yes and no. if you are on multisite installation, you can have one instance of messages per site, but to have more than one instance for same site, no.

Unfortunately, the HTML editor is only available on the plugin’s pro version.

Any user with the
edit_postscap, essentially the contributor and up to the administrator user role.
